LEGAL REQUIREMENT Florida Statute 200.065(2)(e), states that: "The School Board of Sarasota County, Florida, will soon consider a budget for 2010-2011. A public hearing to make a DECISION on the budget AND TAXES will be held on September 14, 2010, at 1980 Landings Boulevard, Sarasota, Florida. During such discussion, the governing body shall hear comments regarding the proposed millage rate. The general public shall be allowed to speak and to ask questions prior to adoption of any measures by the governing body. The governing body shall adopt its tentative or final millage rate prior to adopting its tentative or final budget."

1. STATEMENT REGARDING THE 2010 FINAL MILLAGE RATE AND 2010-11 FINAL BUDGET
Description

"The 2010 proposed Required Local Effort Millage rate represents a .64% increase from last year's rolled back millage rate.  The total 2010 proposed millage rate represents a 3.85% decrease from last year's rolled back millage rate.  The operating millage is required to hire staff for the school district, pay negotiated salary and fringe benefits to staff, and the cost of fuel, electricity and other goods and services."

Minutes: 

The Board Chair stated we had a workshop last week and we were discussing how bonuses were paid, not bonuses, but salary increases and there was an article that was printed in one of the local newspapers that incorrectly stated the headline said; 'Teacher Bonuses Coming Out of Referendum Funds. The way I am reading and I'm looking at page 19 & 20 of the Executive Summary where it talks about the appropriations of the referendum dollars for 2010-11.  I see where there is the 30 minutes and I see where the raises are being paid out of there.  I answered somebody who questioned me about the bonuses and I said no that was incorrect.  I just want you to verify the newspaper article was incorrect and the budget that we see here is the one that is correct; that it was raises that are paid out of the referendum dollars; not bonuses or step increases.

Al Weidner:  That is correct; when you refer to raises these are raises that were given in prior years because for the past two years our salaries have actually been frozen.  We have continued to fund those prior year raises out of the voted millage because that is where they were originally funded from so we are just continuing that.  To make sure everything is clear, there have been no salary increases given.  The salary schedules are identical now...this is the second year they are identical."
